Hillsborough County's Affordable Housing Services office runs OOR specifically for unincorporated parts of the county plus Plant City and Temple Terrace. Tampa has its own separate rehabilitation program (see our Tampa guide), so if you're a Tampa resident, this isn't the one to apply to. It works as an interest-free deferred-payment loan — secured by a mortgage lien and promissory note — with the principal forgiven gradually over 5 to 15 years as long as you stay in the home.
Eligibility and how to apply
- Income: household at or below 80% of Area Median Income (AMI).
- Location: unincorporated Hillsborough County, Plant City, or Temple Terrace only — not Tampa.
- Homeownership: homestead exemption held for 2+ years; single-family home, villa, or condo; no more than one mortgage; can't own other real estate.
- Property caps: roughly $300,000 appraised value / 2,000 square feet.
- Standing: current on property taxes and county utilities; no assistance from this or a similar county program within the past 5 years.
- Apply: through Hillsborough County Affordable Housing Services — see hcfl.gov.
