Run by the Redevelopment Authority of Allegheny County (RAAC), AHILP is structured as two loan tiers rather than a grant: an Emergency/Priority Improvement Loan at 0% interest for smaller, urgent jobs, and a General Improvement Loan at 1% interest for larger repairs, both secured against your home. Neither is forgivable — you'll make payments over the loan term (up to 200 or 240 months) — but the interest rates are far below what a bank would offer for an unsecured home-improvement loan.

  • Coverage area: Allegheny County, but explicitly excluding the City of Pittsburgh, McKeesport, Penn Hills, Trafford, McDonald, and Sewickley Hills — those have their own programs.
  • Income (effective April 2025): roughly $60,100 to $113,350 depending on household size.
  • Property: owner-occupied single-family home; current on property taxes; acceptable credit history required.
  • Emergency/Priority Improvement Loan: 0% interest, $2,000–$18,000, up to 200 months, no processing fee.
  • General Improvement Loan: 1% interest, $3,000–$23,000, up to 240 months, $375 financeable processing fee.
