Philadelphia Home Repair Grants: The Basic Systems Repair Program (2026)

What BSRP actually fixes

BSRP is narrower than a general remodel grant — it's aimed specifically at dangerous or code-violating conditions in your home's basic systems: electrical wiring that poses a fire risk, water or sewer lines that are leaking or broken, structural roof leaks, and general Department of Licenses & Inspections (L&I) code violations. It's not for cosmetic upgrades. The upside is that the city doesn't publish a hard dollar ceiling — the scope of what gets fixed is based on what the home actually needs.

Eligibility and how to apply

• Property type: owner-occupied single-family home; you can't own another residential property.
• Standing: must be current on property taxes and water bills.
• Income limits (published on PHDC's page): roughly $85,900 for a 1-person household up to $162,000 for an 8-person household, adding about $9,800 per additional household member.
• Covers: dangerous electrical conditions, leaking or broken water/sewer lines, structural roof leaks, carpentry, and utility or L&I code violations.
• Apply: through the Philadelphia Housing Development Corporation — see phila.gov/programs/basic-systems-repair-program or phdcphila.org for the current income table and application.

BSRP won't fund cosmetic remodeling or non-emergency upgrades.
