Dallas Home Repair Grants: The HIPP Program (2026)

Four components, different triggers

Dallas's Housing & Homelessness Division runs HIPP with several components, each meant for a different situation. Emergency Home Rehabilitation (EHR) is for a genuine emergency — something posing an immediate life, health, or safety risk within the past few days. The Dallas Tomorrow Fund (DTF) specifically requires a referral from Dallas Code Compliance after a violation notice, so it's not something you can apply to cold. The Major-Systems Repair Program (MSRP) is the largest, for bigger jobs like a full roof or HVAC system replacement.

Eligibility, amounts, and how to apply

• Emergency Home Rehabilitation (EHR): grant, up to $10,000; requires an emergency within the prior 4 days posing an immediate life/health/safety risk.
• Dallas Tomorrow Fund (DTF): grant, up to $20,000; requires a referral from Dallas Code Compliance following a violation notice — you can't self-refer.
• Major-Systems Repair Program (MSRP): interest-free, forgivable, self-amortizing loan, up to $24,000.
• Minor Home Rehabilitation Program (MHRP): grant up to $4,999.99, but only partially active — one partner nonprofit (Southern Dallas Progress CDC) has closed intake, while Jubilee Park & Community Center, Frazier Revitalization, and Hearts & Hammers still accept applications with geographic priorities.
• Eligibility across components: household income at or below 80% AMI; owner-occupied primary residence within Dallas city limits; at least 6 months of ownership; clear title; current on taxes and mortgage.
