Cool roof. California's 2025 Energy Code, in effect for permits applied for since January 1, 2026, can require a Cool Roof Rating Council–rated product when a reroof replaces 1,000 square feet or more than half the roof, depending on climate zone and slope. LADWP customers may also qualify for a cool-roof rebate; check the current rate before choosing a product.
Fire zones. In the city's Very High Fire Hazard Severity Zones, every roof must have a Class A fire-retardant covering, and wood shakes and shingles are banned.
Asbestos. South Coast AQMD Rule 1403 requires an asbestos survey before most tear-off and renovation work, and jobs that disturb asbestos need advance notification. A reputable LA roofer builds that into the schedule.
Permits and licensing in Los Angeles
